In this case boat "A" is on Starboard tack and has right of way over "B" who is on Port tack, even though boat "B" has an overlap on boat "A".
Off Wind Marks
In this case of "Off Wind Marks", boat "B" has an overlap within the two boat lengths and is entitled to water at the mark, even though he is on a Port tack and boat "A" is on Starboard.
Defining an Overlap
Boat "B" has an overlap on "A" because boat "B" is forward of "A's" transom.
